Suppose, you are using software mode for the PC screen picture, perhaps even without knowing.
The technotrend KS (beta fir PCI-e) driver from package 2.18c is known to often cause this, for example.
That one lets the TV out acitve while forcing a semi software mode for internal use, with this installing ffdshow filters with partly bad defaut settings. ProgDVB then still thinks of hardware mode and would not let you access the codec props...
If this is so, use the original application or the codec's properties - from outside of ProgDVB - to adjust.

Had that here as well, when once trying that soft6are and driver package.

Possibly there's an equivalent existing from haupopauge, that may cause the same trouble, but can have a divverent version number.

If you don't have PCI-e related trouble, use the latest software and driver
package instead.

Bet the TV out signal is correct all the time ;)
