You must set the correct transponder frequencies and data rates, that are used by your cable provider, on your location.
Are you really sure to have access to digital cable?
If not booked, it's possible, it's filtered out and only analogue or even just a part of it available on your flat...

However, either you can find a transponder list, that's valid for your place, or edit your own one, or you have to scan each frequency manually.

BTW, does your device use BDA drivers?
If so, you should first install the original software, that came with it, and set it up and test it completely.
Even in case of WDM drivers, that procedure also won't harm you, and perhaps give you an idea on what's wrong...
