Now what, DiSEqC on or off???
After having used DiSEqC once, you may have to disconnect or switch off the tuner completely, to actually reset the multiswitch port to non-DiSEqC.
This is defined by the DiSEqC specifications.
BTW. those specs normally want positions ordered from West to East, which would mean Hotbird 13°E as position A and Astra 19.2°E as B. But in reality, the DiSEqC / LNB settings must represent the true hardware setup to work.

Anyway, on a self powered multiswitch, normally DiSEqC should not give any problem at all. Except of user mishaps, like false settings as mixed up positions, for example... :?

Now, what goes wrong with position switching, exactly?

Do you get ANY stations on ANY of the birds?
If so, please give examples.
Or is there a systematic error, like no HighBand, or no Horizontals, on one or both position(s)?

And then, change one of those working, from channel properties, to the wrong position, and find out, if tuning now fails on it. Else, no switching at all...
Anyway, set back to former state.
But if you can disable a station's signal this way, basic switching works, possible bad LNB settings.

BTW, how does / did the receiver scan, free or according to transponder lists? Or did it's factory default channel list already work completely?
