Remote control is not available for all tuners, as specially those with IR receivers connected to the tuner (instead of using a seperate USB conected one) may need some tricks, that are not known in public.
Mainly depends on the receiver unit being identified to Windows as HID (~ keyboard emulation) or not.
Check Windows Device Manager, if you can find it there.
If so, it should work and be configured like an extra keyboard.
If not, the only chance is, to try out all the settings / properties of the device in ProgDVB device list.
