Drivers can only be made or changed by manufacturers.
DiSEqC 1.1 and 1.2 or USALS are all followers of 1.0, not of each other. Full technical specifications of DiSEqC can be obtained for free from Eutelsat.
But this does not help here, as in fact we don't know, if it's (driver) code or firmware code or perhaps plain hardware limitation in your case.
AFAIK lifeview dont provide a SDK for your tuner, that could possibly give Prog a hint.
So, as Prog told, try Microsoft mode in Settings->Device options. Else forget about it...
