I want to use my legal www.nova.gr and www.euro1080.com irdeto 2 cards with external CAS3 plus at phoinix mode. MD irdeto 1.06 plugin works ok and reads the card data but its impossible to see video image when this plugin is loaded by progdvb, active or not active. This happens with any channel of any provider and any trnasponder encrypted or fta! It is tested and works with dvb dream.

You forgot to mention your DVB card type.
This may matter, as if you're using a budget card without CI, you would have to take care of a software CSA implementation.
AFAIK ProgDVB would need a plugin for this, either integrated in your existing one, or along woth it.
Take care, any of those may be illegal to use on your location, or collide with your provider's contract.

And you may have to set the MD_API version in ProgDVB options.

Also the ProgDVB version may be an issue, there have been some changes over all the years...

All plain theory, as I don't use any PayTV subscription over here.

I use Skystart HD but dont have its own internal CI card yet, its not ready yet. I use CAS3 plus int phoinix serial mode
MD irdeto works ok with dream dvb.
With prog it works and reads the card normaly but it seems that the engine stops and the renderer dont produce video. The signal bars are off.
I does the same as with the progdvb server module that I have to restart the program many times until it gives signal but with this plugin it didnt start yet in any way!
I use it with my legal euro1080 and nova cards!
