Video only plays when Window is in motion?

Hi, i have installed the latest drivers fro my Technotrend Premium c-2300 card ( 2.19h) but i was less than satisfied with the look and thus opted to download the ProgDVB Software (Freeware Version 5.15.5) and while having some issues early on (could not scan for Channels) looking thru the forum and finsing the Spectral Inversion= On fixed it.......
Now i have anotehr problem...... my Vidoe freezes unless i move the whole ProgDVB Program Window.....aslong as it is in motion i can see a fluid and good video feed.if i stop moving the window i see a "snapshot"
Hope this little issue can be fixed, i doubt its my hardware(Intel Pentium 4 with 3.0Ghz and 1 Gig RAM) because decoding the Video while moving should be more challanging than when standing still.
