Issues with the video signal

Hi!

First of all, I am still learning english, but it is not perfekt..
Sorry for some mistakes.

My issue:

The Video Signal is lagging and its green..
The Audio signal is normal.

My System:

Vista home premium 64 Bit SP1
Technotrend budget S2-3200
Intel Quad-Core Q9450
Radeon HD 4870
4GB Memory

All drivers are actual.

I tried to reinstall the TV-card, to put it into another PCI-Slot, using another Software, but everywhere the same problem.
The Satelite-Signal is good I think, a normal reciever works perfekt..
Maybe Its a codec problem? I installed PowerDVD, but when I select the Cyberlink Codecs Progdvb means: Error.Filter not founded

To find out, what codecs you are really using, go 'File' --> 'Property'

Just a guess, perhaps you will need 64bit compatible codecs for your system.
And most codecs also have internal settings, that may be important.

Anyway, can't help further on, as I don't have any 64bit hardware.
