can't get subtitle synchronization with this package

seem they use none regular stream?
I have test it with
Elecard & DScaler etc...
here is full ts with 3 subtitles !

it's unstable TS file even with VLC can't run it
even with Dreambox can't get subtitles !

this package NDS based !
plz somebody test it or even tell us details about this stream?
or which DVBtitles they use
