DiSEqC controls availability depends on driver and device module.
Do you really have a WinTV Nova (= SkyStar 3, budget version of a Skystar 1, without DSP)? Later versions have a totally different hardware platform, AFAIK Twinhan style.
What model / hardware revision, exactly?
What driver version? WDM or BDA?
BDA driven hardware may require device settings for manufacturer, to enable DiSEqC controls.
Details rule, as usual...

let me continue the thread, rather than opening new thread......
i've skystar 3, and the driver is WDM.
its hard to get the support about this product.
the question is, can i use WinTV Nova or Twinhan BDA Driver (if any) to Skystar 3?

Depends on the hardware, as I wrote before.
Look at the main chip on the card. If it's a Philips SAA 7146, it's a Nova / SS3, else a Twinhan.
Regarding manufacturer support, Technotrend (main manufacturer for hauppauge) has become TTGoerler meanwhile. Google is your friend...
Twinhan are history.

the main chip is sharp, not phillips...

At least it's definitely no Technotrend SkyStar budget design. Never had a Twinhan in my hands, but probably it is one of those, if in fact sold as a Nova.
