Hello
We have IPC case with 16 PCI slots and 16 skystar2 dvb card installed on them, CPU: dual- XEON Quad core and gigabit ethernet.
We want to stream 16 transponder from 16 dvb card on network, can prog media server do this job?

It can request 2-3 copy of ProgDVB and server.
Also you must test that. For example not all DVB cards support that.

Not all DVB drivers support more one device on PC. And no one engineer not test 16 cards in one PC.
