problem with tevii s460 dvbs-2 in nilesat 7w

problem with tevii s460 dvbs-2 in nilesat 7w
iam from egypt and dish 120 cm is big for nilesat and low signal in reciver is
92 % high 97 %
the signal in
10873 v 27500 3/4
not work with all dvbs-2 card
work only good with dvbs card
not work good with dreambox 800 hd and 8000 hd
and some freq. ( dvbs-dvbs-2) not work good in dvbs-2 card
i think dvbs-2 is bad
