ProgDVB requires a lot of Windows (specific) components, so trying to compile it for Linux won't help at all.
For example:
"ProgDVB 6x and 5x requires Microsoft .NET Framework Version 2.0 or higher"
Now, have you ever seen .NET for Linux?
