Увы. Если нужно увеличивать больше чем на 50%, то лучше ставить ProgTV.

Даже затрудюясь сказать как правильно выводить. Размер 1920x1088 с кропом в 1080 и ratio 1920/1088 как понимаю. Могу ошибаться, но вроде полосы там по делу. С другой стороны пользователь искажения ratio на такие копейки не заметит, и может действительно есть смысл округлять до 16:9
