I am running the same version WinTV 7 version 2.4(CD) .
Driver 3.11.29094.0 (2011-04-04)
Application 7.0.29209

I have also rolled back drivers to older ones from when I know it worked.
Driver 3.11.28356.0 (2010-12-22)
Driver 3.11.27187.0 (2009-07-06)

The older drivers does not work either so it seems that this is a ProgDVB problem.

After installing last version 6.71.1 there is no need to change Settings/Device option from Hauppauge BDA to Microsoft compliant BDA driver. Hauppauge works now for me, thanks.
