This depends on the plugin itself, some may require to be located in such a subfolder, most others don't care.
Normally, plugin authors do mention that in some readme or FAQ.
Though, it's easier to keep things well sorted, if using that folder.

If missing a folder, why not just create it and try?

We don't support plugins here, that don't come from this site.
Nor would we ever support or even allow to discuss illegal activities here, like watching PayTV without a valid subscription...
