Hi,

I have a laptop computer, Dell M6300 which has a smart card reader (inside the laptop itself). I was wondering if it is possible to use my CSAT card inside this smart card reader ? Is progdvb able to use it ? or is there any other soft which is able to use this card reader ?

I use a PCTV 400e (USB) as a sat tuner.

Thanks.

No, you surely can't.
That reader is used for user identification on the computer system itself. It interacts with system components and software, perhaps even with the BIOS.

TV subscriber cards are made to communicate with suitable Conditional Access Modules for a TV encryption system, that sit in a Common Interface or inside of an STB chipset. This is a completely different interface.

With some special software, it maybe possible, to read (and maybe write) some TV sub cards with some card readers (Smart Mouse style), but this would be yet another kind of interface.
