Device not started

Hello,
I want to start ProgDVB 5.15.11 on vista 64 with Pinnacle pci pro 450i, but I get the message: device not started (BDA) no device. I have installed: Standard edition /x64. Do I need any driver for the card? Now Stargate drivers /64 are installed, but there is a problem, because it can't be loaded. If I try it a new one, the system says, the driver is already installed.
Please can you help me. Hope you did understand my english!
