Change the MPEG-2 Quality

hi, I am using the newest free ProgDVB version with Hauppauge Nova DVB-S2.

I tried a lot of different MPEG-2 codecs, like the WinDVD9 codec, but all of them need a lot of discspace, like ~30MB per 60 seconds.

Is it possible to change the bitrate in ProgDVB or any other programm, so they need less space?

and another question that is interesting to me, the H.264 codec works only on HD sources?

Thanks for your help :)
