Border around TV only window

Hi,
I'm using Win Vista and since some Weeks i have no Border around the TV only Window so I cannot resize it... how can i fix this?

Do you use "100% zoom" mode?

yes the picture is on 100% zoom but the border isnt there -> i cannot change the window size
