DVB-C assistance needed

I have a couple of ways of getting the cable signal into the PC.
1. external USB 2.0 tuner (Sasem OnAir HTDV box)
2. pci card (Fusion HDTV 5 Gold).
Which is the better option for Progdvb?
With the Sasem tuner and it's own software, I can see all the analog and digital channels. However, some of the digital channels say "scrambled stream" and I only get black video and no audio on them.
I subscribe to everything this cable company has to offer, including all the movie channels. When I signed up with them, they said that one digital PVR was included and I told them I want to use an htpc to get cable in the 2nd room -- they installed cable lines to both rooms.
So, how do I get the PC to show me the "scrambled streams?"
