Hi,
In all the versions of ProgDVB I've tried many years ago, there is a bug with the scrambled channels, many marked as open when they actually have encryption.
Some examples:
- sorry for my english.

In both programs has been scanned at the same time, and correctly reported by SmartDVB, this channels have encrypted, however ProgDVB report the channels is open.
For me, if a channel carries ECM / EMM is because it is encrypted, do not know where ProgDVB looks the channel is open ...

Don't get that bird here, so I can't really test.
Anyway, finding an ECM alone does not prove, a station is scrambled (at that moment).
Some PayTV stations have open time slots, but don't disable their ECM then.
Others carry an ECM, just to make believe some receivers with subscriber cards inside (or embedded CA), it was scrambled, though in fact being transmitted in clear.
This is why there also is a tag on each station, telling if scrambled or not (true or not...).
ProgDVB also reads that tag.
Falsely set tags can be changed by the user from channel props. In case also set station to not update.

I'm not sure this is a good idea. Moreover, not only occurs on Astra 23.5 º E, occurs in more satellites / platforms. The other DVB programs if they identify correctly if the channel is open / closed ...
Anyway, I have already reported the problem, if you can do something to fix it would be nice.

Another example:
Astra 19.2E:
12070, H, 27500 QPSK. For me, report these channels are open in ProgDVB. Try in another DVB Software, or check the ECM's.
The PMT (0x0064) says the channel have CA....
Where find ProgDVB, this?
I just want to help, not criticize..

ProgDVB use ca flag from SDT. Provider must mask scrambled channels over this flag.
ps: You can select group of channels and change this flag for all.

BTW, as I am working under Win98SE right now for some technical reason, I've just tried ProgDVB 4.81.4 on that transponder 19.2°E 12070H, and all stations scan in as scrambled, except of several data channels there.
On a pretty old scan, half of the Premiere channels where listed as green / free there, which was normal then.
Same goes for several other old version I've just tested moments ago.
Will counter check that transponder under 2000 or XP with more modern versions, once I find the time.

You are right, this channels show as encripted, except Blue Movie* and data channels...
This example is no good.
*Blue Movie* show it in another dvb software, are crypted....

BTW, ProgDVB 6 versions don't find anything on transponder or full scan over here.
So no test results for those now
