High Level low spiking Q hdtv card fault?

What does low Q represent on the bottom left, i know signal is getting lost but i've tried searching and didn't find anything that explained it, as i believe t hat my hdtv card is faulty as it would play the channel fine for few minutes with 60% Q and then another times the video is stuttering and no audio is heard.

Edit: I think it might be the antenna problem, i plugged it into another socket in the house and seems be be ~100 now.

Edit2: Now there appears to be a green line on the bottom and right edge. (fixed this by changing the video codec from EVR->VMR-9 renderless.)

Also i'm not getting any audio when trying to play hd channels that have a ac3 audio format. I tried all the options in audio>codes>ac3 and i still do not have sound. If i try on windows media center it works.
