Latest version of ProDVB still gives an error when I try to do a channel scan on 13' east. I have deleted everything and started fresh, but still the same.

Try install to new directory without any plugins. No problem with scan of 13

This was a new install with NO plugins

OK its not just 13', that was just the first satellite it happened on. It has now crashed on others too.
