What does the data sheet / manual of that switch tell, on how it wants to be controlled?
Specially, what DiSEqC modes can be used on it.
Some switches with more than four ports want to be addressed as some kind of positioner, others as a combined unit of an uncommitted (data pass through) first switch stage, followed by a committed (final) one, that connects to the LNBs.

So, to allow people to try and help, please provide full specifications of that 8/1 switch.

If you don't have any documents on your switch, try if you can download something suitable from the manufacturer web site.
Then read and learn.
And let us know all the details...

BTW, as having just two dishes (resp. LNBs), why did you go for an 8/1 switch, and why on earth don't you use the first two inputs of it?
The first port should even be working with no DiSEqC controls at all, normally also if setting DiSEC controls for a 2/1 or 4/1 switch.
To enable DiSEqC working properly on your tuner, you will have to select proper manufacturer / hardware settings in device settings of ProgDVB.

Anyway, very long and relatively cheap or damaged LNB cables or badly crafted or corroded connectors can also badly interfere with DiSEqC functionality, even behind the switch.
An additional switch causes some extra current load to the tuner supply, and it lets drop LNB supply voltages a bit.
But that's satellite basics, not a ProgDVB related issue then.

Do you have a change, to compare with a known working set top box?
