I´m using ProgDVB 7.07.03 only astra 19,2 win 7 with a TBS 6981 ( i have already tested another dvb-card with the same problem.

When i switch to another channel via keyboard or remote (only with numbers) ProgDVB switch the channellist too.
When i switch to another channel by ch+ or ch- ProgDVB switch not the channellist.

How can i fix this problem?

You can switch global/local channel selection in channel list properties.
