If it wasn't clear, I receive the error only when selecting the DVB-C tuner, regardless if the DVB-T tuners are selected or not. The DVB-T tuners are not an issue, I can select them and ProgDVB doesn't not report any error.

There are 3 tuners. The first two are DVB-T, the 3rd is DVB-C. I can select all of them in DVBViewer/Terratec Home Cinema, although I don't think it is the same thing as selecting in ProgDVB. I can't really use the DVB-T tuners because I don't have access to DVB-T signal. But I have successfully ...

If you look at the logs, you'll see that it's installed in C:\ProgDVB
I've also tried to run it as administrator. I don't get this error when selecting the first two tuners (both are DVB-T only)
The DVB-C tuner works with DVBViewer and Terratec Home Cinema.
