why ProgDVB shows a free channel as scrambled?

ProgDVB 6 shows a free channel as scrambled and doesn't open it .
the channel is an absolutely free channel but ProgDVB 6 doesn't open it and shows a LOCK icon next it .i have reinstalled the program and even sometimes reset all setting but it didn't work! :x :oops: :( :shock: :shock ...
