but then it should work ok with elecard decoders which come with progdvb application,and I think they suppose to givin best picture quality on this point of using progdvb,but it's not Ok even with them, as opposite, I'm having worse picture using elecard decoders then cyberlink's and ...

In fact this looks like some decoder or streaming issue, not like tuner lock trouble.

Means, I can't help any further here.

Just something more, third port of LNB Quad is used for watching SAT TV over Samsung DSR 9500VIACI reciever on 1st floor.

What I noticed, there are few losses in signal sometimes (let's say max two in one hour) but they are noticed only in sound, sometimes in picture - but picture is going on ...

Well, level is almost always fixed, it's 80-85% , and quality vary between 30-35-40-45% depending on transponder, but mostly is between 40-45%.
What's really strange - the same is happening on channels with 80% quality and with those of 45%.Level is same in both cases.
