Both look into channel properties.
Do you find any entries for CA type / ECM / EMM / (Crypt)ID ?
If so, the provider is to blame. Either the station in fact is scrambled (at least temporarily), or they are transmitting false data.
Nevertheless, ProgDVB will show non-scrambled streams in any case, as it does not interfere with that issue (alone), at all.
But perhaps, if CA related data are scanned in wrong, even the audio and video stream IDs selected for the station may be wrong, too.
Update channels, compare with reliable listings like satcodx.com (for satellite, of course) or those of the providers, or data shown by a receiver (on the same service).
And in case, set default ECM to zero manually.
BTW, one of you completely forgot to post relevant details on the station(s) effected.
