Are you using an ATI Video Card?
There's lots of issues with hardware decoding of certain h264 streams on ATI cards - in particular if you're using the Microsoft DTV-DVD Video Decoder it can be pretty much unwatchable.
The issue is mostly (but not entirely) fixed in the recent ATI drivers (February onwards).

I am using coreavc for h264.I am using the latest catalyst drivers.
I only get the pixelization on ABC stations H264.NBC and CBS networks
