i unplug the satellite cable from the skystar2 and i open Prog Satellite Finder
it gives me 14% for level !!!!
how is that !!?? why???!!!

It is tuner of DVB card give 14%

Two possible reasons, driver limitations or tuner background noise.
As ProgDVB and the satellite finder both are compatible with a wide variety of DVB tuners, their scales generally refer to numeric output of the driver used, that even may depend on the driver version...
An original application could perhaps be made to re-scale that values pretty close to perfection, but if that scale corrections aren't made public, there's nothing Prog could do, to do the same by an optimized device file or similar, for a given tuner.
This also is the main reason, why ProgDVB and the finder do not even try to show dB (or e.g. BER) values.
% values refer to the numeric range of the driver output, no more, no less.
