since a few days i have a pci tv-card (Pinnacle PCI-TV SAT PRO) with a remote control.
Can i also use the remote control in ProgDVB, mainly to choose the channels in premiere?!

This does not depend on Premiere, mainly...

First of all, as i don't have your hardware, nor found any details at pinnaclesys.com, where's the remote control receiver located?
Is it an extra unit, if so, connected where to?

On this it depends, if and how you can control ProgDVB.
Most USB based IR receivers are HID type keyboard emulations, this for to be handled as keyboard controls.
But only possible, when visible for from windows system control, means, accessable even if original application inactive...

'Remote' controls of ProgDVB are for the SS1 / Philips SAA7146 based systems only, that provide a proprietary IR receiver port directly on the device.

For other DVB board special solutions (non-HID, general TV remote systems) there would have to be an SDK available from the manufacturer, if Prog wished to support such a port.
Else you would have to look for WinLIRC based solutions, to bypass any proprietary receiver.


p.s.
Premiere uses a bunch of unnamed stations for their PPV services, that can be easily selected, but not identified by standard DVB applications.
The portals are only working with certified receivers, just a plugin is available, to control that special stations by their name / purpose (partly), search for greenbutton2.


One more for the road:
We don't discuss any illegal activities here, at all.
So definitely no software descrambling issues here.
