Filters are software decoders (codecs).
You have to either reuse a suitable one that already exists on your system, like from the original application of your DVB device, or install / register one.

ProgDVB comes with a time limited demo of Elecard filters.
You could have registered that one at install time.
For later use, there's a file 'register.bat', that may be used for the Elecard demo or modified for any other. Take care of paths.

Select an existing one from DirectShow settings.
