On playback, what codec is used?
However, you should try to build a custom graph, optimized for your machine.
And check all the settings of your codec. Perhaps some detailed settings are only available from outside of ProgDVB, like from WMplayer or even from system control.
Additionally, any networking related issue could even interfere with DVB life picture, as the data are streamed from a virtual networking device, to your CPU and codec. So, for example some firewall settings may cost performance.
Maybe you can get some basic hardware support from your VGA, if activated in the codec's properties.
All just theory, as I am using a hardware card here.
p.s.
In most cases, CPU load readings are NOT reliable, as they may show repetitive short peaks in the same way as a true continuous load, or weigh in a not specified way. So, from % readings only, you don't get reliable information on the real CPU load, at all. And no details on which part of (north bridge or) CPU really carries that load, like FSB, I/O devices, cache, FPU, whatever component else...
