And on an older file system like FAT32, it needs less overhead, if number of files reduced. This many matter, for example, if you are using ProgDVB from a small USB stick or flash card.
Also a backup procedure may work faster, if not to many small files involved.
As an example, I have installed around 100 versions of ProgDVB installed, for testing and comparing. Plus a bunch of other DVB applications.
They add up to ~ 35000 files in around 1700 folders and subfolders. 1.36 GB in all, without any recordings there. But occupying > 2.2 GB of disk space on that FAT 32 partition. Over 30.000 transponder files all together, none of that exactly fitting into a cluster...
Now, this surely is not typical at all, but it may give you an idea on good reasons for keeping things compact.
And if it's one file only to update, less chances for errors, too.
Including those of users, trying on their DiSEqC / LNB configuration. The old style, arranging .ini names with position angles, but displaying bird names only instead for the setup, lead to trouble for many users, mainly in America, were many birds are quite similar to each other, but not identical.
I suppose, Prog also prepares, to implement some auto transponder update function by use of NIT and similar. That's far easier to handle, if all transponders reside in one file. A quite similar function exists in DVBsVCR2 for quite some time now, but that one uses the registry instead, inflating it to a size, that already slows down some systems, specially of people with motors.
