Charge what / what for, exactly?
AFAIK ProgDVB is not meant to write to subscriber cards.

For using a legal subscriber card, you must have a CI and suitable CAM inside. This is hardware related. ProgDVB generally supports a CI, if the device comes with it and uses a known and accessible driver control (i.e. free and full SDK available).
But there are some crypt systems, that require marriage between a certified receiver and the card. ProgDVB can't support that, as none of the supported devices is certified for anything, nor is ProgDVB itself. Though, by use of the ProgDVB engine, some OEM software based on this might possibly able to fulfil certification criteria. Perhaps, who knows...
