Problem using controls

Hello,
I clicked "Settings > Controls" to look at shortcuts to choose channels using the command line or the keyboard but it doesn't work as expected. For instance, if I hi "1" on my keyboard, this doesn't change the selected channel. Also, if I open MS-DOS and run:
I get a prompt asking for admin privileges instead of changing the channel. Has someone been able to use controls? How do we use them?
