Quality is relative, and it has many aspects.
Even individual differences may appear, as some people prefer a sharp crisp picture even if bringing artefacts, whilst others would like a soft and artefact free picture.
So what exactly is making you think about a lower quality?
May well be, a technically perfect screen picture brings up all the limitations of a quite low data rate and lossy transmission...
First of all, the codec in use can bring quite some differences, regarding it's post processing, calculation accuracy, error tolerance and perhaps even beautification (deblocking, deinterlacing, ... ).
Almost the same goes for your graphics card and it's driver and settings.
BTW, there are great differences between VGA monitor cables, which would not just effect the video quality, but the desktop quality THERE as well.
Those differences also depend on the resolution you are feeding over it.
Then, input ports of modern LCDs may vary, even if using the same standards, due to different quality relevant default settings.
Feeding an LCD in any other resolution and frame rate than it's native one would in any case cause some extra quality losses due to internal conversion. But even then, some users may prefer the results, relative to pure truth. Like if watching a relatively sharp but sometimes noisy PAL 576 lines picture on an original NTSC 480 lines panel, which washes away all the noise by downscaling.
However, SiLencer is absolutely correct, this is NOT a ProgDVB issue, as ProgDVB uses 3rd party codecs. And this for, it does not decide anything on picture quality, once a station is tuned and locked on.
