You forgot to mention your DVB card type.
This may matter, as if you're using a budget card without CI, you would have to take care of a software CSA implementation.
AFAIK ProgDVB would need a plugin for this, either integrated in your existing one, or along woth it.
Take care, any of those may be illegal to use on your location, or collide with your provider's contract.
And you may have to set the MD_API version in ProgDVB options.
Also the ProgDVB version may be an issue, there have been some changes over all the years...
All plain theory, as I don't use any PayTV subscription over here.
