Yes. Many users use ProgDVB in win8 without any problems. But I have 3-5 bad reports about codecs/renders and some problem present.

Yep, I got same problem with MPEG2 video rendering. HD, mpeg4 works properly in Windows 8 except mpeg2 channels

That mean some license problems. try use other video codecs.
