XP + EVR tearing problem

hi all,
I've recently installed HD Pack 2.3, wich includes the Cyberlinck PDVD9 decoder. As described on this forum this decoder in combination with EVR gives the best quality result.
If i use VMR-7, it's blurry and color is not good
if i use VMR-9, it's still blurry and color is too bright
if i if use video renderer (OSD not supported), quality is good, but my pc uses too much processor power (80 %) and progdvb gets unstable.
if i use EVR, the quality is very good: very sharp and very realistic color, but the only problem is: sometimes when the pictures move fast or when there's a close up of something, there appear lines on the screen, like there's an overlap between one frame and another somewhere in the screen. This effect doesn't appear when there's not much action or close-up on the screen. Is there a way to solve this problem? Perhaps in the 'catalyst control center' from my ATI card, or is it XP that doesn't handle EVR so well? I don't watch HD channels, only 2 channels via DVB-T.
These are my specs:
PIV 2.8 Ghz (single core)
512 MB RAM
ATI 9250 (128 MB) 8x AGP (with newest drivers installed)
progdvb 5.16.02 (newer versions are too heavy for my pc)
mostly good incoming bitrate (between 4000 and 5000)
windows XP SP 3 (with frameworks 3.5)
directx 9.0c
I hope somebody can tell me how to fix this problem.

my video card is the newest part of my PC, i thought it could handle HD-movies, but that my motherboard is too slow to send the information from my processor to my video card..
So you think it's EVR in combination with XP, too bad because it really gives me the best picture quality (the other combinations are less good than the elecard decoder).

Is there somebody on this board that has no issue's using EVR in combination with Windows XP?

i did some research and the problem i described above is called "tearing". I allready changed "wait for vert sync" to 'on' and tryed different refresh rates of my screen, but nothing seems to work.. if someone has another idea, plz let me know. grtz
