Windows 7 64 bit with a Kworld DVBS-100 PCI card. A new install on a new PC and the driver would not start. I found that changing the permission level of ProgDvbNet.exe to "Run this program as administrator" cured the problem. I also had to run the driver install program for Kworld as administrator to get the driver to install correctly.
Right click on progdvbnet.exe and select properties. Select the Compatibility tab. Then click the button at the bottom, "Change settings for all users". Then put a tick in the box at the bottom "Run this program as an administrator".
I noticed some other posts having this problem with other hardware drivers. I think this started a few weeks ago after some windows security updates but not sure. Each time you run the program you may have to confirm that you want to run the program, depends on your user account control settings in windows. I don't think there is any problem with ProgDvb or Kworld. It's windows going overboard with security.
