Seems problem solved for now. I tried a some different convertors and i found one working with progdvb and my skystar tuner. It is "MTI AP8-XTS2E-FS". Not sure why other converter worked wrong sometimes, but I found one working

no diseq devices, just a skystar tuner and "lnb gl-201" converter,

"channel list -> channel search -> 13e horbird" or "channel properties -> update" doesn't help, and progdvb reinstall too,

Another example: channel 1 enabled, progvdb switched to channel2 and switched back to channel1 and ...
