ProgDVB 5.14.2 setup doesn't run
i only get a black screen (a empty DOS prompt and it closes automatically)

Confirmed
Both the ProgDVB5.14.2Std.exe and the ProgDVB4.90.2Win9x.exe are corrupted, won't unpack / install. They open DOS / cmd window and give 'this programm cannot run under DOS' or similar.
Behaviour of the CLI depends on the OS, of course.
But the SFX is not working on both.
The files are also missing the usual icon.
The ProgDVB4.90.2Std.exe looks OK.

You will have to repack that two versions.

setup program now runs good but
the picture and sound problems which i described before
are still not fixed

P.S. some channels cause it that the most other channels have this problems it's like a replay effect (the picture is slow and there is no sound and when i go to settings>options and i click ok buton without making any change the channel starts working normal
P.S. did the recorded file help you understand this problem?
if you want more info please tell me because this problem is realy weird.
for me is now version 5.13.9 the mos stable version (there is no picture problem only the sound problem is available on that version).
